This would allow more local businesses to be in a position to tender for local work and therefore would support local employment & the economy and in turn local rate payers under public procurement rules. [Budgetary matters] Housing Challenge.The Central Bank of Ireland (CBI) introduced lending criteria (eg 3.5 times gross salary cap on mortgages, 80% LTV max etc). The parameters and environment at the time are very different. The D&WW Chamber asks that rules for lending criteria are amended for middle income earners looking to buy and set up a long-term home. (The CBI rules applying to mortgage lending for landlords and investors are not part of our request.)

[Budgetary matters] Home Renovation Incentive Scheme. a change to the HRI Scheme to include goods that currently are not acceptable is suggested. This would have a positive effect on a variety of sectors that see no benefit from the scheme as is and would possibly be a lifeline to anybody trying to improve or finish a project.

[Development and Zoning] The barrow towpath development is a missed opportunity for Carlow. It is being developed in other areas however Carlow is missing out. As a county we need to enhance our offering for tourism, recreation, advancement and we shoudl relook at this development along with other potential opportunities for the county. There are plans to link New Ross to St Mullins and adding the barrow blueway to that, would open a green route from Dungarvan through to outside Dublin.

[Finance] Wage refunds through EWSS coming in up to 6 weeks after employers pay employees is making the business untenable. Threshold of €151.50 is way too high a bench mark. Minimum wage is €10.10 so need to work min of 15 hours to qualify. Many businesses cant afford this and therefore cant give these staff the PT hours. Everyone is a loser.
