[Health] As Ireland transposed different reporting requirements (from the Tobacco Products Directive) to other Member States and as some of the requirements are unclear making local compliance challenging, we wrote to the Minister to seek meeting with his officials to provide guidance & clarity on local Regulations.

[Budgetary matters] Our submission highlighted that the significant market share of Non Irish Duty Paid product, (consumed in Ireland but not purchased in a registered retail outlet in Ireland), should be taken on board when devising excise policy. The fact that the price of Roll Your Own tobacco will treble due to the introduction of a minimum pack size of 30g weight since May 2016 should also be taken into account.

[Finance] John Player made a submission to Minister Noonan in advance of Budget 2016. Our submission highlighted that high excise increases in previous years did not deliver against what he had forecast to be collected on Budget Day due to downtrading, tobacco tourism and illicit trade in the Irish tobacco market. We also made the point the a HSE/Revenue illicit tobacco survey stated that 5.26bn cigarettes were smoked in Ireland in 2014 yet the legal Irish industry only sold 3.2bn cigarettes.

[Finance] To inform Revenue of our concerns about the recent discovery of counterfeit Irish tax stamps on fake Irish tobacco packs in a number of locations in Ireland. To our knowledge, this was the first time in 5 years that counterfeit Irish cigarettes (including a fake tax stamp) have appeared in Ireland.

[Health] New EU packaging rules for tobacco products come on stream in May 2016 including large 65% Picture Health Warnings. John Player requires technical guidelines & legal clarity from the Department (including HIgh Res files of Picture Heath Warnings) so that we can adapt our processess and prepare for production to enable us meet the manufacturing deadline which was 8 months away.

[Health] As the Tobacco Product Directive comes into force in May 2016 John Player requested the Department of Health to provide us with the technical and legal clarity that we require to enable us to provide compliant product to the Irish market. In particular, we require confirmation that Ireland will avail of the tax stamp derogation. Artwork for health warnings was also sought.
