[Budgetary matters] Our submission highlighted that the significant market share of Non Irish Duty Paid product, (consumed in Ireland but not purchased in a registered retail outlet in Ireland), should be taken on board when devising excise policy. The fact that the price of Roll Your Own tobacco will treble due to the introduction of a minimum pack size of 30g weight since May 2016 should also be taken into account.

[Finance] John Player made a submission to Minister Noonan in advance of Budget 2016. Our submission highlighted that high excise increases in previous years did not deliver against what he had forecast to be collected on Budget Day due to downtrading, tobacco tourism and illicit trade in the Irish tobacco market. We also made the point the a HSE/Revenue illicit tobacco survey stated that 5.26bn cigarettes were smoked in Ireland in 2014 yet the legal Irish industry only sold 3.2bn cigarettes.
