However, the current Living with Covid plan does not allow for visitor attractions to reopen at Level 3. AVEA presented six reasons to permit reopening at Level 3, as had been enabled in the November 2020 iteration of the Living with Covid Plan.

However, many visitor attractions may not be able to re-open viably, as restrictions on intercounty and international travel, combined with social distancing/capacity limits, will create extremely challenging, if not impossible, trading conditions.

Visitor experiences are highly controlled and managed environments, and guided tours enable adherence to public health guidelines. Maximum capacity limits greatly inhibit ability to welcome visitors. Prohibition on guided tours makes it difficult to cater for international groups, school groups, etc.
